These Position descriptions are provided from a Resource Guide from the Edmonton Federation of Community Leagues and for the interim care serve as a sample description . Please feel free to call the President (in confidence) or the current position holder if you have further questions.


Position Title: President 

Authority

  • The board of directors is the legal authority for the community league.
Term of Office
  • Term of office is 3 years.
General Duties/Requirements
  • A director is expected to be fully informed on community league matters and participate in discussions and decisions in matters of policy, finance, programs, personnel and advocacy.
  • Commit to the work of the organization.
  • Review the board’s conduct and monitor its performance to ensure compliance with bylaws and policies.
  • Speak positively of the league and assist in developing and maintaining positive relations among the board, committees and communities to enhance the league’s mission.
  • Orient new board members.
  • Prepare for and arrive on time for all required meetings.
  • Develop, monitor, review and approve all policies and other recommendations received from the board, its standing committees and staff.
  • Review the bylaws and recommend changes to the membership.
  • Participate in the development of the league’s organizational plan, annual review and budget.
  • Approve the budget and other financial matters.
  • Prepare and present required reports at board meetings.
  • Prepare and present an annual report at the annual general meeting.
Responsibilities
  • Provides leadership to the board by:
    • encouraging board members to participate in meetings and activities
    • focusing the board’s activities on the organization’s mission
  • Ensures the board members are oriented, trained, evaluated and recognized for their contributions.
  • Evaluates the effectiveness of the board’s decision-making process.
  • Acts as a liaison between the community league and other community leagues or civic organizations.
  • Promotes the organization’s purpose in the community and to the media and acts as spokesperson for the league.
  • Is the primary liaison between the league and EFCL.
  • Participates in the selection and release of any paid employees in consultation with other executive officers.
  • Plays a leading role in supporting fundraising activities.
  • Is responsible for committees by:
    • serving as an ex-officio member of all committees and attending their meetings when needed;
    • ensuring that committee chairpersons are appointed
  • Arranges for the orientation of committee chairpersons.
  • Is responsible for the board’s agenda.
  • Chairs meetings of the community league according to Robert’s Rules of Order or as designated in the bylaws and ensures meetings adhere to the agenda.
  • Acts as one of the signing officers for cheques and other documents such as contracts and grant applications.  
  • Prepares a President’s Report for the annual general meeting.

 

Position Title:  Past President 

Authority

  • The board of directors is the legal authority for the community league.
Term of Office
  • Term of office is for ___ years.
  • Past chairperson or past president is not elected, but remains on the board until a new president is elected.
General Duties/Requirements
  • A director is expected to be fully informed on community league matters and participate in discussions and decisions in matters of policy, finance, programs, personnel and advocacy.
  • Commit to the work of the organization.
  • Review the board’s conduct and monitor its performance to ensure compliance with bylaws and policies.
  • Speak positively of the league and assist in developing and maintaining positive relations among the board, committees and communities to enhance the league’s mission.
  • Orient new board members.
  • Prepare for and arrive on time for all required meetings.
  • Develop, monitor, review and approve all policies and other recommendations received from the board, its standing committees and staff.
  • Review the bylaws and recommend changes to the membership.
  • Participate in the development of the league’s organizational plan, annual review and budget.
  • Approve the budget and other financial matters.
  • Prepare and present required reports at board meetings.
  • Prepare and present an annual report at the annual general meeting.
Responsibilities 
  • Not an automatic position so it must be stated in the league’s bylaws if desired.
  • Serves on the executive committee.
  • Supports current chairperson.
  • Often chairs nominating committee for recruitment of new board members.
  • Assists with training and orientation of the Board of Directors.
  • Provides historical continuity.
  • If this position becomes vacant within the current president’s term:
  • it can remain vacant until a new president is elected,
  • the previous past president can complete the term,
  • other past presidents can complete the term.
 
 

 Position Title: Vice-President 

Authority

  • The board of directors is the legal authority for the community league.
Term of Office
  • Term of office is ___ years.

  • Participate in the development of the league’s organizational plan, annual review and budget.

Responsibilities
  • Acts in the absence of the president/chairperson.
  • Assists president whenever possible.
  • Is familiar with all committee members and their duties.
  • May act as a signing officer for cheques and other documents.
  • Other special duties by interest or assignment.
 

 

Position Title: Treasurer  

Authority

Responsibilities
  • Gives regular reports to the board on the financial state of the community league.
  • Acts as signing officer, with another officer, for cheques and other documents.
  • Issues cheques for all invoices.
  • Make deposits.
  • Enters all transactions in the journal and balances monthly.
  • Arranges for annual audit of books.
  • Prepares financial statements.
  • Supervises the bookkeeper, if one is engaged.
  • Completes security clearance check.
 

Position Title
: Bookkeeper (A Potential new role for Malmo Plains)

Responsibilities
  • Provides written receipts and record monies received on behalf of the community league.
  • Records and signs for pre-numbered receipt books as issued on a Master control sheet. 
  • Records transactions in the general ledger.
  • Deposits all community league monies in appropriate bank accounts, preferably within 24 hours of collection. 
  • Processes accounts payable/payroll cheques and record transactions in general ledger.
  • Prepares monthly bank reconciliations on all bank accounts.
  • Prepares monthly financial reports for meetings.
  • Assists treasurer in collecting information for annual budget, grant applications and GST recovery accounts.
  • Assists community league auditor in the preparation of annual financial statements.
 

 

Position Title: Secretary 

Authority

  • The board of directors is the legal authority for the community league.
Term of Office
  • Term of office is ___ years.

Responsibilities
  • Keeps copies of the bylaws, minutes and other documents.
  • Keeps lists of Directors, committees and general membership.
  • Notifies board members of meetings and includes agenda, noting items that need special preparation.
  • Records all minutes during board and general meetings.
  • Files correspondence.
  • Ensures there is a quorum.
  • Records all motions and decisions of meetings.
  • Signs minutes to attest to their accuracy.
  • Distributes copies of minutes to directors and posts minutes online (if applicable) promptly after meetings (and at least 10 days before the next meeting).
  • Notifies members of general meetings.
  • Files the annual return, amendments to the bylaws and other incorporating documents with the Corporate Registry.
  • In the absence of the chairperson and vice- chairperson, chairs board meetings until the election of an alternate chairperson.
  • Archives league records.

Position Title: Fundraising Director

  • Orient new board members.

  • Review the bylaws and recommend changes to the membership.

Responsibilities
  • Maintains financial records.
  • Applies for licence.
  • Applies for grants and permits to run gaming events such as bingo and casinos
  • Prepares written reports on gaming events twice annually and submits the reports to Attorney General’s Department.
  • Helps recruit volunteer workers.
   

Position Title: Facilities Director

Responsibilities
  • Responsible for all facilities (community hall, rink, basketball and tennis courts, playground, etc.
  • Oversees access to the community hall.
  • Supervises building maintenance and repair.
  • Manages rental to members and non-members (screens and approves tenants).
  • Reviews condition of facilities.
  • Maintains up-to-date building maintenance records.
  • Advises league on maintenance and upgrades.
  • Obtains estimates for maintenance, repair and upgrade work.
  • Recommends upgrades to all facilities as required.
  

Position Title: Hall Rental Coordinator 

Authority

  • The board of directors is the legal authority for the community league.
Term of Office
  • Term of office is ___ years.
 General Duties/Requirements
  • A director is expected to be fully informed on community league matters and participate in discussions and decisions in matters of policy, finance, programs, personnel and advocacy.

  • Reviews and maintains up-to-date hall rental policy.
  • Reviews and maintains up-to-date hall insurance.
  • Advises facilities director of maintenance and repair issues.
  • Organizes key distribution to members and users for the building.
  • Collects rent and submits to treasurer.
  

Position Title
: Membership Director
 

Authority

  • The board of directors is the legal authority for the community league.
  • The membership director has the authority to purchase membership supplies from the EFCL on an annual basis.
Term of Office
  • Term of office is ___ years.

  • Recommends fee structure and strategies to increase membership.

Position Title: Program Director (A Potential New Role for Malmo Plains)

  • Works with the City Community Recreation Coordinators (CRCs).
  • Prepares and reviews policy and procedures related to programs and social activities.
  • Determines which programs will be offered to the community, then arranges for instructors and accommodation.
  • Manages all matters related to social activities of the league, including dances, social nights, member barbecues, etc.
  • Applies for grants for programs.
  • Arranges registrations.
  • Prepares budget and financial reports for the treasurer.
  • Arranges payments to instructors, keeps appropriate records.
  • Arranges access to the facilities used.
  

Position Title: Communications Director (Currently Provided for by a Team in Malmo Plains)

  • Works with program director and others as required to promote events and initiatives.

Position Title: Government Relations Director – Currently Malmo has a U of A Representative

  • Monitors land use, transportation issues and other civic concerns.
  • Reports to the board on matters relating to the neighbourhood or district.
  • Establishes ad hoc committees to address specific issues.
  • Coordinates submissions and inquiries to government and other organizations.
  

Position Title: Sports Director => Soccer Coordinator

  • Attends zone and other city-wide related meetings.
